The rocks will spawn faster on a busier world, and if you get a place to yourself, you will be able to mine very fast. The "higher" level rocks take more time to respawn (rune rocks might take up to 30 minutes, as opposed to clay ones that respawn almost instantaneously). As a general idea, on a full server the respawn time is around half of the time on an empty world. Also, remember that your pickaxe type affects how well you mine.
